Help No 4G??

I got the Saumsung Galaxy S 2 (Bell) about a month and a half ago and my plan included one gigabyte of data for 4g network. I would always have an H+ sign with an up and down arrown in green and orange, and I just thought that was my 4G. But I'm not so sure anymore. And even if it was my 4G I can't access it anymore. Whenever I wasn't connected to WiFi it would automatically connect me to it, now it doesn't? I really doubt I went over my Data Limit(unless Skype running in the background will do that), can anyone give me some insight on this problem?? It isn't really a big deal but I wan't to have what I pay for..

You may have disabled the data transfer, check by holding power button and it will say activated or deactivated, and perhaps the phone erased the wifi password, it may need to be entered and saved again.
