No Apps in Google Play Store (Problem)

Hello,
One of my friends has a problem with her new Android device (Acer Iconia B1)
The device with no SIM card ( just Wi-Fi).
Firstly, everything was Okay.
But then she got a problem with Google Play which is there're very few Apps in the Store (4 Apps).
After that, she cannot find any App in the Store!
She tried many solutions... Factory reset and delete data...
Google Play settings are Okey....
So, what's the problem with her? And how can she solve the problem?
 
What happens when she searches for a specific app? Does it tell her it'd incompatible with her device? What about logging in to her account on her PC? Can she see and install apps there?

She's not just looking at the apps she currently has installed is she?

She tried that but unfortunately there's no apps in Google Play even on her PC!
Also, she tried to search for some apps but she couldn't find anything!

As, I told you she was firstly able to download 2 games from the store. However, when she search for them now they didn't appear in the store.

Please help her, cuz she wanna enjoy her new Android device.
 
What error does it give when looking for apps?

Is it definitely linked to her gmail account?

Try clearing the cache and data of the Play app via Settings -> Apps -> All -> Play -> Clear Cache/Data

There's no message.... Just a blank page!
She tried to clear the cache and data and even the factory reset but all these are helpless solutions!

So, what should she do ?

My friend tells me today that Google Play suddenly works greatly in her new Android device!
There's no specific solution which help, she tried everything and finally it works suddenly..
