Help No ICS Update Available OTA or via KIES??

So I've been checking via kies and ota but my SGS II keeps saying I am either on the latest firmware (via kies - currently Gingerbread 2.3.5) or it shows there is no update available. My understanding is that ICS 4 is now available for unlocked phones - which I believe mine is - So is anyone else experiencing this? Is this possibly a regional issue? Here are the details for my phone:

1. Model Number : GT-9100
2. Android Version : 2.3.5
3. Baseband version : I9100XXKI4
4. Kernel Version : 2.6.35.7-I9100JPKJ2-CL655700root@DELL143 #2
5. Build Number : GINGERBREAD.JPKJ2

Side Note: I've never loaded an custom roms on the phone
