No internet on Hotspots

I am using a Samsung Galaxy S5. When I am using a home Wi-Fi I have no problems. However in the case of Public Hotspots I am getting connected but I am unable to access the internet. The message I am getting is "Website cannot be reached". How could I solve this problem?

most public wifi will need a confirmation of terms in order to use their internet.

I am aware of the confirmation or login page but its not coming up on my phone. I tried it on a Samsung J5 and I didn't have a problem.
