Still getting 4GLTE on AOKP unofficial 4.2.1 builds here on toro.

Try backing up, wiping, flashing AOKP (or CM10 nightlies, I think they merged 4.2.1) and see if it works there. If so, it points to potentially a PA-specific issue.

oh and i have the sprint model might just be sprint these past few days but i had 4g before i flashed and figured it would come back after a few reboots or after i just let it go but just full 3g bars so far

Glad you root-caused it. Sorry I didn't respond with a link yesterday, but I don't think they have anyone building toroplus for 4.2.1 at the moment anyway.
