I did respond... assuming you have stock recovery, not TWRP or other custom recovery, you need to restore with factory images (not a factory data reset, although that will happen) and start over, something in system is messed up and you need to get back to a known good configuration.

I was afraid of that, so that entails downgrading back to 4.1 via LG tool (or whatev) then fully updating and reroot the device, correct?

Yes... Back to 4.2.2 unless the 4.4.x images are available for your device. Check the threads on XDA about returning to stock.
