Help No Outgoing Calls - Samsung Galaxy S4

Hello,

I have a Samsung Galaxy S4 with Verizon.

I can receive phone calls with my phone, but if I dial a number and then press the green "call" button, the numbers I dialed disappear and the call doesn't actually go through. Likewise, if I press the green phone button next to somebody's number in my contacts, the phone indicates that it knows I pressed the button, but it doesn't go forward to make the call. Also, if I am in my contacts on a person's name and swipe my finger to the right, it says "call" as if it were to complete a call, but then it never goes forward to make the call.

I've already tried several different tips I've read on various forums, such as removing my battery, removing and re-inserting my SIM card, and temporarily changing the date/time setting. Nothing so far has worked.

Very, very rarely, my phone will allow me to make a call. So strange. I have no way of predicting whether or not it will actually dial after I type in the number.

Any ideas?
 
Here are a couple shots in the dark:
1) try going into settings> networks> more networks and changing the network mode then changing back
2) go into settings> application manager> all> phone and force quit phone or clear the cache or clear data. This may clear your call history or other data so you might want to make a backup.
3) Try your sim card in a different phone to see if the problem follows the sim card
4) Go to the phone dial screen, click menu, go to call settings> call block and make sure outgoing call block calls is off.
5) the nuke it from space option... do a factory reset.
6) Some apps can cause issues, are you using an aggressive setting on juice defender or something similar?
Just some guesses so use with caution. hopefully someone with more expertise will chime in.

1. Changing the network mode didn't work.
2. I cleared the Phone cache and "Force-Stopped" the app, but that didn't work.
3. I tried my SIM card in my sister's Galaxy S5, and I could make a phone call. She couldn't when she put her card in my phone. So, it isn't a problem with my SIM.
4. Outgoing calls are not blocked.
5. I haven't tried factory resetting yet. I'll keep this as a last resort.
6. I'm guessing the problem is caused by some app I have, but I can't figure out which it is.

When I put my phone on Safe Mode, I could make calls.
 
Well that's progress!
You could try listing the apps and see if anyone knows one that's a potential problem.
You could also uninstalling them newest first via application manager in groups until you narrow it down.
Great idea trying safe mode! You're headed in the right direction!

After rebooting up my phone after taking it off of safe mode, certain apps for some reason did not automatically open as they should have. One (and the most notable) of which was the live background wallpaper I was using. Even though my phone is not in safe mode anymore, with that background not activated I am able to make phone calls.

I downloaded the app in the first link you sent me which will be very handy if something like this happens again. Thanks again so much!
