Root No voicemail notifications

Can someone please explain to me why all ROMS that are 4.2 and up don't have voicemail notifications? Is there something in the coding that breaks it? If so, how do the phones that are running it as stock get around it?

Right now I'm not sure, been doing some research and it looks like it maybe code issues with 4.2.2. Also looks like it could be a sprint and or HTC issue missing code for our phones. Have been doing some basic searching on Google and finding lots of issues with HTC but no rhyme or reason as of yet.
 
Is visual voice mail the only voice mail on JB 4.2.2? Is the notification problem only with VVM and with some other kind of voice mail there is a notification, or do voice mails come in and the user is none the wiser, no matter what, until he checks?
 
Using the VVM posted in Dastins thread, I had VVM successfully working on Dirty Unicorns (AOKP 4.2.2). Provisioned successfully and everything. Haven't yet tried it on G60's CM10.1
