Yeah, it's just that like there are national stereotypes for all countries, one for the USA (as seen by the rest of the world) is the tendency to use lawsuits as a first resort, and the number of frivolous lawsuits that are generated by this. "American tries to sue for <something absurd>" is a standard "light news" trope over here (of course they don't bother reporting that most of these lawsuits are thrown out almost immediately, because there's no interest or amusement in that follow-up story).
And yes, it's a national stereotype, but having once heard an argument between 2 7 year olds in San Francisco end with one of them threatening to sue the other I can't help feeling that maybe there is an element of truth behind it
