Non subscription multi platform password app?

I'm looking for a password manager that runs on android, ios, windows, and maintains a cloud based database with local cache.

I looked at several popular ones like roboform, lastpass, 1password. They all seem to require a recurring fee ($1/month, or $20/year, etc). Is there something that I can pay once and use forever?

I heard about keepass. It's not really a cloud based app and requires pairing with dropbox. Is there anything better?

I was going to suggest Pocket, but that also involves teaming with Dropbox. The advantage there for me is that two people can share the file, so if something were to happen to me, DH would have the passwords he needs for various logins to handle household stuff that's normally my department.
