not charging

samsung galaxy star is rcognised by the usb when connected with pc but not charging
 
If the phone itself draws more than 100mA, the net "charge" on the battery is going to be a drain, not a charge. Turn the phone off while charging.
 
Not all USB ports are suitable for charging, they need to be able to supply enough current for a device to actually charge. Make sure the port you are plugging the phone into is a charging port.
