not conencting with the google server

I am having samsung Galasy Fit S5670.
I had done factory reset due to connection problem and now no mail configuration taken place.
"cant establish reliable data connection to the server"
"phone maynot be provisioned for data services"

I downloaded the required settings through android market but not seemed in mobile or SD card.

Can you suggest any solution for it?

If I understand your question, it sounds like you sim card is not registering with your carrier. I would try removing and reinserting the sim, just to make sure it is making proper contact. If that still doesn't work, you may need a new sim card.
