Personally, I would try contacting your service provider (carrier). Their customer service department should be able to walk you through the steps to enable your SIM card.
If it's still not working after you have followed their steps, it may mean your SIM card is bad. That or the SIM slot in the phone may not be working properly. You will not know unless you let them help you set it up correctly.
