so iv been having this unresolved problem for quite sometime now, storage space running out although memory and aps are all fine i have total space left of 10.35gb. Available is - 196mp and as always when this happens i am likely to hard reset the phone however problem has always come back again, there hasnt been a fix to properly resolve this problem, whereas when i hard reset the phone the problem goes away for a bit then it re occurs again, i dont know what else to do, i have literally tried everything, from sending it back to the place i got it from - which said theyll try to repair it but all that they did was hard reset as well and so when getting the phone back it always re appears again. When i leave it without no hard reset the aps stop working, i cant call people, i cant open camera either nor download anymore aps, if someone knows what else i can do that will properly solve this on going problem please let me know as i'll be very grateful. (ps i can't download any ap's)

From what you say of your 16gB total internal memory you have
10.7gB available (left to use) after the phones system partitions have used 5.3gB
Of the 10.7gB you have filled all but 196mB which is all that is empty. I'm not surprised it wont work!
If you have an sd card you could copy some pictures there to free up some space? If you dont have one get one and keep all your photos and music on it.
You could go to application manager (installed apps) and go down clearing all the cache storage. You could uninstall some apps even if only temporarily while you sort it out.
The main thing is that I am fairly sure you are confusing "available to use" with "not used" and your phone memory is actually full. Factory resets clear the caches but they fill up again when you use the apps.

iv just went through my app's in 'application manager' then iv deleted most caches and the signs still up there, my sd card is 32gb ? so i still dont see how its full D: Can you take me through it step by step on what i need to do? (p.s i am also new to this phone) please & thank you very much

If you have room now install "android system info" by Electricsheep from the playstore which takes up about 1.9 mB. It will confirm the space you have lefton the sd card and phone memory. Post back with the information.
You really need to create a little space to work with so cut and paste some files to your sd card.

Another useful tool in spotting what is using memory is "diskusage" by Volosyuk (from playstore) which gives a great visual picture of the size of files and less than 400kB when installed.
AHS you may find it useful to see what is getting bigger. (My money is on Facebook or a cloud syncing to your phone)

There are also options to move certain caches (like web-browser) or even whole programs to the SD card (you may need Titanium Backup and Root access to do this though, been a while since I tried since I dont use many apps and store all my music and such on my SD)
