Does anyone know if there is icon bar like in the picture attached or if it is just a wallpaper?

I might be wrong but I think that they are just invisible folders that can be configured through the Nova launcher. Maybe someone else can confirm.

You're correct. It's a setting within Nova Launcher. The user set Folders to grid view with no folder background which gives that effect.
