Notification Bar is Dim

In Jelly Bean, the notification bar seems as if it has a semi-transparent overlay at the left side. This causes the notification icons, e.g. WeatherBug, to be grey rather than white. I'm running the stock TouchWiz launcher.

The settings in WeatherBug are for the notification icon to be white. Compare the color of the temperature to the "Your domain..." below it.

Is there a way to change this with the AT&T ROM?

I think this is a Jelly Bean "feature." Here's my Captivate with CM 10 (4.2.2). I'm running the stock CM Trebuchet launcher.

I think that's just the way it looks in Jelly Bean. You'll have to modify core files to fix that.
