Help Notification Bar Won't Pull Down

I just bought a Samsung Galaxy S3. Everything seems to be working fine except the notification bar won't come down. Anyone know what's going on? Thanks.

Do you have a case or screen protector installed? I had a similar problem with an Otterbox case installed on my Galaxy Nexus.

Download a new launcher and then try swiping down anywhere. see if that works

that's what I was doing. no go.

Have you tried a shutdown and battery pull, then restarting? If that doesn't help you may need to factory reset.

I tried that and it worked until my phone automatically tried to activate itself. that must be what's causing the problem. I live in Alaska and can't activate my phone until I go to the lower 48. is there a way to get it to stop doing this? I think that would solve the problem.

This is just a guess, but maybe pull the sim card? Then put it back in when you are ready to activate?

Good guess! I had forgotten about the old sim card.
