Help Notification Panel: How to add/remove icons?

On my N7000, System Settings | Display | General | Notification Panel lets me determine what icons show up on the Notification Panel and in what order the icons appear. e.g. Wi-Fi, GPS, Power Saving, Screen Rotation....

But on my 10.1 Note/Android 4.2, there is System Settings | Device | Display, but Display offers no Notification Panel option.

Might it be hiding somewhere else?

Third-party alternatives? I tried Javelin's "Notification Toggle", but was unable to figure out how it worked.
