Notification Sound Works doesnt work

I have Verizon Wireless Asurion Replacement Droid Razer Maxx HD Running Kitkat 4.4.2 Rooted and unlocked boot loader. But this problem was occurring b4 the rooting and unlocking of boot loader. The notification sound will work every once and a while. It will play my sound "Fragmented" and then vibrate pulse, but more of the time it will play this really really low tone kinda like a quiet cymbal and then vibrate pulse. Restarting seems to help for an hour then it will act up again. This is really infuriating

Have you made the default sound on your device that sound?

Settings > Sound > Default System Sound, click it and set it.

Otherwise, some applications, I know Google Hangouts is one, that overrides this sound with their own sound, so you might have to change the sound in some of your applications to the Fragmented sound too.
