Help notification sounds always 100% volume

No matter what my phone volume my notifications are on full blast. My ringtones will go up and down but not text and email. Anyone else have this problem?

Go to Settings/Sound/Volumes/ There you can set the volume levels for each item [ringtones, notifications, alarms, music]

Wow thats upsetting. On all previous versions of android whatever you set the ringer volume to, the notification volume would follow which makes sense because they go hand in hand. Is there any app that fixes this?
