On my Droid Razr Max HD, when I set the notification volume to a very low setting, it automatically raises the volume by itself to a very loud setting. How do I fix this???

There is an update that fixes that issue, this is caused by the phone linking ringtone volume to notification volume. If you go into settings, and update your device (I would recommend doing this over WiFi since the update is over 500MB.)
