notification (window shade) does not provide an option for USB

My notification bar when slid down does not provide an option to choose for USB.
When I go under settings / tethering the USB area is greyed out

when I connect to my computer (have on ok usb, cable etc) the computer does not see phone.

how can I get notification bar to show usb or tethering to allow me to select USB to get setting I need
