Help Notifications and quick settings not showing

When I slide from the top to access notofication area, my OnePlus One keeps saying "no notifications" ecen though I got an email, took a screenshot, etc. (i downloaded the Floatify app, and I got notifications but it would just "float" on top of the screen like a push notification..if I swipe down, it still says no notification) I couldn't find System UI, thus can't access Notification drawer. Notice that the Settings icon is missing too. If the settings icon was there, I can just hold it then it will spin, then I xan edit Quick settings, but it's not there. What should I do?
My phone is running Android 6, and CM13, Sultan, Elderberry (5)
