This sounds like a "you pay us, you put ads to our site on your site, we pay you" thing. It's also called a Ponzi scheme and, in the US, it's a violation of federal law. The FTC loves people like that - it's a guaranteed win for the prosecutor. S/he can mail the case in.
Any time any new technology comes along, someone will figure out a Ponzi scheme for it.
Remember, if you don't have to do any work, and you don't have to break the law, you're not going to make any money. Run a blog and make money without working? Nonsense. Running a good blog (or a good forum, like this one, or any good site) is a lot of hard, every day, work.
