OCONUS SIM cards

Does anyone have a recommendation / resource for the "best" (read: least expensive/ best quality/ reliable) SIM card option for:

Caribbean: (most of, or all of). Purpose= Personal Travel and some business.

Europe: (UK as well as the main Continent- France, Germany, Italy, Spain). Is there a; 1 SIM card for all provider?

The mind doth boggle trying to search this out unaided. So I'm looking for info from someone who has used their recommendations not just surfed up some generic data.
