Offline Translator Apps for Android-voice

Are there any Offline Translator Apps for Android- that U do not need to be online while using ??
most of them Only have the silly text offline, but not the voice – need for talking in english- translated to chinese traditional speech voice !!!
Yes , I have googled this already- otherwise I would not ask here – the google translate app / & the microsoft translate app – Do not do VOICE translate in OFFLINe mode – are there any that do ??

All the voice translator apps I know that can do Chinese (Mandarin & Cantonese) require to be online. Offline and they're text only. And I think I've tried them all at sometime or other.

I use sometimes Deep L and monochrome translator for my documents or whenever I wanted to speak with someone

SAME RUBBISH AGAIN - TRIED IT !! ONLY DOES SPEECH TRANSLATION WHEN MOBILE DATA IS ON - ONLY STUPID TEXT GETS TRANLATED !!!
