Help Old "notifications" often still show in top bar

Several times a day I have been having download complete notifications (for a couple .jpgs) show up in my top notification bar (I downloaded them the 14th). I have even deleted them a few days ago but am still receiving the notifications. When I click on the notifications, nothing happens. I have to "clear" the notification bar to get them to go away for a few hours. Last night I downloaded something else, & still getting notifications for it too. It gets annoying so how do I fix it?? ?

This might help ... go to Settings > Apps > All > go to the Downloads app and clear its Cache and Data.

"Downloads" won't let me clear anything (buttons aren't clickable for me in it). "Download Manager"'s Clear Cache isn't clickable but Clear Data is however didn't know what reprucussions that may have (since clears preferences, history, profiles &Everything).
 
The app'Notification History' might help you.

Set up the app and close it. After you got the notification again, open 'Notification History' and look which apps have caused notifications.

Note, 'Notification History' has also in its list these notifications that you have permanent as icons on the left side of the notification bar, even the Input Method when you've used your keyboard.
