Well.... that didn't work it was supposed to be an animated .gif.

Its properties show that it's a jpeg. If you're hotlinking to it, it's possible that its owner does this deliberately. Try saving the image locally and then uploading it here, or linking to it at a site you upload it to (you can use any number of methods for the latter, including PhotoBucket and similar sites).
