Old phone passed on

Hi just joined today as I have a specific question which maybe frowned upon but it is a legit question. Used to have a HTC Sensation SE which was registered on the Andriod device Manager service. This phone has been passed on to my wife but when setting up my new HTC One in the device manager I now have two devices showing. TheSensation had a factory reset when I gave it to her and now it shows that it was unable to track and tells me when it was last used. My question is can this be registered again for her use or will it be forever in limbo.
 
Tbh im not sure how the google device manager thing works.
Surely you can register it as not stolen using your password.
Imagine someone just changed sim card in their own phone, reset it and used a different account.... there is surely a way for the system to deal with that as long as the original password can be provided.

Thanks for the welcome guys and the answers however if the only thing needed is for her to re-register it then the service is as useful as a chocolate teapot. If the phone then was nicked and a factory reset done then it could not be located by us again but the thief could use the service by simply re-registering the phone themselves.
 
ideally with something like Avast (Which offers remote locking and wipe, and claims to be able to survive a full reset, but I very much doubt it would survive installing a new ROM, either a carrier's original or custom). Best thing is keep a note of the IMEI, so the carrier can block it and cancel the SIM (If you're with a GSM carrier) I'm not sure how it works with CDMA though.
