I have a LG F70 mobilphone. I allowed on my phone the on device debugging. But my PC doesn't see it as debugger device, in eclipse, and in Android Studio too. What I need to do to resolve this probelm?

Have you verified that you have the correct adb drivers installed for your phone? I'm a fan of Koush's Universal ADB Driver Install which should help make sure you're set up correctly.
