Open SPMO file

Can you open a .spmo file without the associated .jpeg file? If so how?

They're metafiles - they contain information about the related picture files. You can open them in a hex editor, but why?

I suppose I should have asked if they could be opened as a picture file. I've deleted me actual jpegs but have the spmo files. Hoping there's a way to see those as a picture file.
