I am tired of receiving "Talk to Girls" This is totally unacceptable!! How do I get this done once and for all!!

It would be easier if you explained what you mean by "receiving Talk to Girls" - is this something that appears as a pop-up, in the notification area, when running a particular app, on a particular website, as a text message,...?
Not knowing that, I'm going to suggest that you install an app called Addons Detector, run a scan and then look at the add-ons in your installed apps and check whether any are using "Push Notifications". That's a particularly aggressive form of advertising (recently banned by Google, but there may still be apps installed which use it) that can do some of the things I described above. If you find any apps using this, uninstalling them should fix the problem.
If it's something else, please post again with a more detailed description of exactly where and when you are seeing this, as that will help us pinpoint the cause.
