Probably the first question to ask is what brand/model Android device do you have? Some Android phones have integrated UI's (like Motorola MotoBlur and HTC Sense UI) which have Social Networking apps built in. To get facebook contacts on these phones you simply need to configure the UI already on the phone.
For other phones you'll need to download the Facebook app from the Android Market. Once the app is downloaded and installed you log in using your Facebook credentials and the app will download these contacts onto your phone.
