Oreo 8.1 issue?

I have a Samsung TAB A 10" tablet with 16gb of on board memory and Android 8.1. I installed an SD card to store .txt files. However, my program can't access the card. I was told that it's possible that this version may have disabled the read/write function for the SD card. Is that true?
 
No I'm not developing...I can barely turn it on :D The app is called Lyric Pad. It's designed to download lyrics and chords for musicians in .txt form. What I don't understand is if there is a sd card holder (?) built in to the device and apps can't access it what's the use?

did your format the card on your tablet? what sd card do you have?
 
No I did not format...it's a SanDisk 128.
I didn't realize I had to do that. Guess I should read Computers for Dummies.

Yup, that's entirely possible that the dev has removed external storage from their app? As I don't know what app it is, I can't say any more than that.
