#2.8.1 ROM, Speed Unleashed Kernel, TWRP recovery v2.5 (thanks to PlayfulGod)
This started after updating to 2.8.1. Not saying that it's the ROM but it's just the last major reference point I have.
This has been an off and on again issue for the past several weeks but it's been more ON recently and I'm at my wits end. This happens with new apps or updates, although I have a work around for updates that sometimes works. That involves a TiBu Backup> Uninstall> Verify Backup and then installing the app as new, then restoring the data via TiBu. That process screws with my head because it is a new install, which is what I'm having the most trouble with.
The things I've done.
Google Play Black didn't hang around for long as I let an update to Play install which then wiped the theming aspect of it.
Still, that doesn't explain the on and off nature of this error.
Another possibility is TWRP recovery. I've read that users receive this error after Restoring a backup. Yep, I sure did do dat.
Any and all suggestions are welcome, other than chucking the phone and buying yours.

- Nicknamed my device in Play. No affect.
- Cleared cache in Play and all services related to Play, rebooted and sometimes this works but not so much lately.
- Booted into recovery and cleared Dalvik and System cache. Again, works sometimes.
- Changed my device ID in TiBu to a previous ID and even generated a new one. This had no affect.
