Help Package Installer and Download Manager deleted?!

Both my package installer and download manager are deleted, I meant to clear the cache on them but i cleared all data. now they are there when I go to all apps, but they say 0Mb and they don't do anything, So now I can't download/ install anything. How can I get them back? Also, will a factory reset bring them back? thanks for all replies
P.S. I'm using an HTC Incredible
