is there any way to reload the package installer? I assume it's used what installs are made from the Play Store, where it works, but it has ceased functioningwhen trying to install from the internal SSD Drive. for some reason I can't change SSD to SD.

OK, I never got any answer, not a big deal, I'm impatient so I kissed off the couple of hours I'd already spent loading stuff, and did a factory reset. Interesting, The Nexus started to download previously acquired apps form the Play Store. What I'm trying to do is create a clone device as a somewhat fail safe backup for the main device which I rely on quite heavily. The Apps BU and Restore app does a nice job of enabling you to duck all those lengthy downloads when combined with a PC and Total Commander LAN plug in. HOWEVER, reinstalling...or attempting to reinstall... apps that are probably system type, is my guess as to what caused the original problem. My next search/attempt will be to find an app that will enable me to transfer ALL my data and settings in a batch. The whole root thing is something I'm trying to avoid. I don't really want to spend the time to learn and try. The designers of the Nexus 7, while not perfect, have done a fantastic job of keeping the system up and keeping the user out of trouble (i.e. no BSOD or equivalent). Talk is cheap, just my 2 cents that someone else might find useful if they're in the same bind or frame of mind. Oh, I am a registered user now, but probably won't be following any threads unless I have another issue.
