"Paint" program/Photoshop (full) alternative?

Hi guys, I'm looking for an application that will allow one to open an image (or pdf, preferably) of a worksheet and allow one to "do" that worksheet; in other words draw/write on the image/pdf.

Try PicSay

DioMemo looks perfect. Thank you so much!

Oh darn, you need the Android Marketplace to get DioMemo, even if you "send it to email" The device I want this for doesn't have that. Anyone got another way to get it, or another program like it?
