Help Pairing a PS3 Controller via USB

I ordered a mini-USB to USB plug. I got it today, and I'm trying to pair my PS3 controller to the RAZR.

I have ICS. When I plug it in, nothing happens. I read around that it'd automatically pick it up when plugged in via USB. But that's not the case.

Any ideas?

Is it an OTG cable? I don't think it works with just a regular mini USB to USB cable.
