I had the same issue pop up on official 4.0.4 on my sprint galaxy s2. After getting tired of the stock image from sammy I rooted and installed 4.1.1 [ALPHA5][ROM] AOSP JellyBean 4.1.1 [8/24/12] - Sprint Epic 4G Touch Development - RootzWiki I then installed the latest pandora as of this posting from the play store and it still would not stream from 3g or 4g but was fine on wifi.
I removed the pandora that I just installed and installed version 1.5.13 that can be found by googling pandora-internet-radio-1-5-13.html its the first link that pops up. Its been working great for an hour so far.
BTW that 4.1.1 rom is great. WAY better then the stock ICS sammy rom.
