Help Pantech pocket 4g enabled?

The Pocket supports HSPDA and HSPA+ and T-mobile considers 4G and HSPA+ the same thing.

I'm running the Pocket on AT&T's network and all I ever see is H+ with speeds of 8meg and that speed is as fast as any T-mobile phone I've seen showing a 4G connection.
