Help Parental Controls via Fixed DNS

I want to institute parental controls via DNS. Norton offers specific DNS addresses that will filter out the unwanted web sites at no charge. I can find no way to set the DNS entries. I want to permanently set the DNS entries regardless of the wifi they may be connected to. How can I set the DNS entries and then how do I lock them so that they can't be changed.

buy setdns and one of the apps that lets you password protect any app on the phone.
Then set the dns you want and use the password protect app to make setdns require a password. If it is for your own use have someone you trust set the password and not tell you.
