If your not rooted, then partitioning the sd card will not do anything but cause you to have less usable space on the sd card.
If your are rooted with a custom recovery (always make a backup of your ROM using the recovery before doing anything else), then try doing this:
All custom recovery's have an sd card partitioning option in the advanced section (this is the best way to make the partition).
First transfer all data from the card to your computer.
Then go to the partitioning option in the recovery.
This will wipe all data from the sd card.
Note: You can't use more than 20% of the actual usable space on the sd card for the partition.
You need to make the partition 1.5GB in size (this is optimal for both Link2SD and the phone).
This all means you will need to use at least an 8GB sd card.
A Sandisk class 4 16GB micro SD card can be found at WalMart for less than $20.00 (class only indicates write speed, not quality or the all important read speed for Android Phones). This seems to have the best read speed that I have found.
Once you have made the partition using the recovery, you will need to decide what format is best for the ROM you are using (the recovery will format the partition to ext.3)
Stock and Froyo ROM's generally do best with a FAT32 format. Gingerbread ROM's can use either ext2 or ext.4. Some ICS do better with ext.3, but not all. Jellybean ROM's seem to do best with ext.4
To format the partition use Mini Tool Partitioning Wizard home edition on your computer.
Once all that is done then you can download and install Link2SD. When you first open it up it will need to create the mount script. Select the format of the partition. Reboot phone.
With Link2SD you can link all apps but widget apps to the sd card (this will make them open a whole lot faster). You can also easily delete pre-installed bloatware as well as transfer a downloaded app to the system.
Note: Not all apps will behave properly when linked to the sd card. Of the 93 apps I have linked to the sd card, I only needed to move 2 back to the internal storage.
