I have an android 4.1.2. How do I turn the mobile data on?

System settings > wireless and network - should be in there somewhere.
If it is turned on and not working, check your APN (Access Point Names) settings are correct (inside mobile network settings). You can find the settings for your network on the web (probably on your provider's website, but a web search will find them).
