Help PC does not recognize phone when USB debugging is enabled

Whenever I connect my phone to my PC without USB debugging enabled Windows recognizes the phone. However as soon as I enable USB debugging the phone becomes an unrecognizable device. I have uninstalled and reinstalled the drivers, and also went back to the sock launcher on the phone. Any ideas?
