Where do you want to download the apks from? If from some sharing sites, simply save it to computer, connect the phone as USB drive and copy the apks to the phone. You'll need some filemanager to access it on phone, try to look for "file manager" in Google Play. To install the apks from external sources you also need to enable this in Settings / Security.
If you want to download the apks from Google Play, you have to install Chrome browser and apk downloader extension:
