pdanet+ creates VPN?

Can anyone think of a technical reason why the latest version of pdanet+ running on 4.1.2 creates a VPN connection when using the wifi hotspot?

When I turn it on I get a dialog from Android that says:

PdaNet+ attempts to create a VPN connection.

By proceeding, you are giving the application permission to intercept all network traffic.
