Is that your SMS app? Also what device are you using?
It sounds like you don't have a pdf viewer installed. Install this: https://play.google.com/store/apps/details?id=com.google.android.apps.pdfviewer
Next time you try to open a pdf file, you'll be prompted which app you want to use to view it. Select the pdf viewer and you should be good to go.

Thank you El Presidente. I was opening the PDF's from the downloads folder, but also does the same thing from google drive. I am using a HTC one M9.
So after a little digging, This only happens with a a certain types of PDF. Some do this and some open up fine with google PDF viewer. I'm not sure how to explain this any better, but I cannot post the PDFs because it has PII.

Very odd!
Are you sure they do have the pdf extension? If you browse to them via a file explorer and view them through that, do they all definitely say pdf file?

Also just noticed something else. The PDF file is a "SECURED" and signed file. Maybe that has something to do with it?

Secured, password-protected PDFs can be a little cumbersome to deal with even on a computer, I don't even know of any smartphone work-arounds.
