Permantly disable packet data

Just bought one of these phones for an elderly relative.
The phone will only be used for phone calls and receiving SMS messages.
Needed something with largish characters so easy to read.
Ive tried to disable the packet data ability to stop the phone racking up data charges, by unchecking the Use packet data option in the Mobile Network Settings, but the phone keeps rechecking the option by itself.
Any ideas how to stop the phone downloading data by itself.
The relative doesnt have Internet at all, so cant use the wifi option to stop the downloading.

maybe youre using battery saving apps or juice defender , ive encounter those issues too ,i found out that it is due to the options about "connect to mobile network when...." you may check it out

Just disable the APN in network settings.
That should do the job.
