What do you mean "acts slow-mo"?

What is hacking the chrome flags?

[BustaLime]

I think what he means by hacking the chrome flags he means when you type in "chrome://flags" in the address bar you get a menu to edit or set program flags. It shows the ones that are set by default to on. Be carefull here.
